(WEB HOST INDUSTRY REVIEW) — Government services provider Savvis Federal Systems, a subsidiary of Savvis (www.savvis.com), announced on Tuesday that it was part of the group that published a set of recommendations for the US government to move to the cloud. Along with the TechAmerica Foundation (www.techamericafoundation.org), Savvis released the Cloud First Buyer’s Guide for Government, based on the government’s plan to move applications to the cloud.

TechAmerica Foundation is a non-profit organization that educates industry executives, policymakers and thought leaders on technological innovation.

This report comes almost two months after Savvis Federal Systems won a $9.8 million, five-year base contract by the US Federal Election Commission.

According to the press release, Savvis executives held principal roles on the TechAmerica Foundation’s Commission on the Leadership Opportunity in US Deployment of the Cloud. The group brought together 71 private sector and academic leaders to help guide government cloud adoption and policymaking.

Other organizations that formed the commission include Red Hat, Amazon, SoftLayer, Cisco, CA Technologies, Citrix, Rackspace and Terremark, among others.

The final report outlines detailed recommendations to help with federal cloud adoption. It is divided into four areas: trust, transformation, transparency and transnational data flow.

It also categorizes best practices for government cloud services procurement across six functions: acquisition managers, program managers, chief financial officers, chief information officers, chief human capital officers and agency leadership.

“This is an exciting day for our industry – the CLOUD2 report provides a comprehensive roadmap for cloud computing services in the public sector,” David Shacochis, vice president, global public sector at Savvis said in a statement. “As leaders in our industry, we need to work in partnership with government to establish standard practices around trust, transformation, transparency and trans-nationality that make ‘cloud-first’ an effective policy for the public sector.”

Shacochis served on Cloud2 as commissioner and co-chair of the Transnational Data Flow working group. Senior director of federal service management at Savvis, Christie Kestler, served as deputy commissioner, according to a press release.

“Cloud computing is the latest example of how American innovation sets the pace for the world. This report examines the steps that the US government must take as a buyer and as a policymaker to ensure that we keep setting the pace,” Phil Bond, president and CEO of TechAmerica and member of the TechAmerica Foundation board stated. “An increasingly competitive world is right on our heels looking for an opportunity to pass the US in this new deployment. I’m betting on America.”

Last month, the WHIR interviewed Terremark Federal Group chief operating officer Bruce Hart. Hart talked about what it takes for a hosting provider to be a suitable candidate for government contracts.
