According to reports, representatives for the international body are proposing strict legislation that would give governments the power to hold Internet service providers responsible for facilitating the circulation of spam. Information on organizations and individuals who engage in spamming would be collected and used to prosecute them.

Reports say that the United States, United Kingdom and Australia have already reached an agreement to share information on spammers and coordinate presecution of those who violate antispam laws.

The involvement of the UN comes as a result of the urging of antispam advocacy groups, who believe that if drastic measures are not taken to eliminate spam, millions of users will be driven away from the Internet.
