The report says the approach, also known as “sender pays,” is being used in different variations by a number of companies including IronPort, Vanquish and Goodmail.

Under Goodmail’s (goodmail.com) model, bulk email senders pay for “postage” that guarantees their email will be delivered to participating Internet service providers, who are also paid for accepting the mail.

Under the system, high-volume mailers would pay postage of one cent per email, which Goodmail would remit to the ISP after taking its commission.

The postage “stamps” are encrypted numbers that filters would automatically pick up and allow though. Non-stamped mail would not have the same privileges and have to be subject to the ISP’s filters.

All senders of bulk mail would be screened and verified, Goodmail said in the report, helping weed out spammers.

ISPs are interested in the approach, because it would help them control the high costs of handling email, the report said.
