August 21, 2002 -- (WEB HOST INDUSTRY REVIEW) -- The Internet Corporation for Assigned Names and Numbers (ICANN) (ICANN.org) released a preliminary staff report this week, containing the evaluations of eleven proposals submitted for a new operator of the .org top-level domain registry.

ICANN says the report, which is subject to comments by the public and all the bidders before being submitted for approval to the ICANN board of directors, recommends that the Internet Society (ISOC) (ISOC.org) be selected to take over the management of the .org registry from VeriSign on January 1, 2003.

The eleven bids submitted earlier this year in response to ICANN?s request for proposals were evaluated by three independent evaluation teams. A team from research organization Gartner Inc. and one comprised mostly of CIOs from major universities both focused on the technical issues in their reports. A team provided by ICANN?s Non Commercial Domain Name Holders Constituency (NCDNHC) focused on the effectiveness of the proposals in addressing the particular needs of the .org registry.

The ISOC proposal, says ICANN, was the only proposal that received a top ranking from all three evaluation teams.

ISOC, an international not-for-profit organization, will team with Afilias (Afilias.info), the registry operator that recently launched the .info TLD in the past year.

If the ISOC proposal is accepted, the DNS side of the service will be provided by UltraDNS (UltraDNS.com), which already works with Afilias on the .info registry.

Rodney Joffe, chairman and CIO of UltraDNS, says the ISOC proposal stood out largely because of the breadth of experience involved.

"The Internet Society proposal was a combination of technical capabilities and actual experience," says Joffe. "One of the things that led our proposal to the rise to the top was the fact that everyone involved in this actually has experience in providing service for top-level domains."

Joffe says ICANN and the other organizations involved in rating the proposals had some experience with UltraDNS?s capabilities, as well as the company?s impeccable uptime record. "I believe that over the course of the last three years, there has never been any report of a single query not being answered by UltraDNS," he says.

While UltraDNS was approached by a number organizations preparing proposals for the .org registry, several of which did submit proposals, Joffe says the company was most eager to work with ISOC.
