XO Communications was one of the first competitive local exchange carriers in the United States to provide facilities-based communications services under the Telecommunications Act of 1996.
In July 1996, the telecommunications provider has helped initiate local competition in the US telecommunications market, launching local service in seven metropolitan markets.
